Septier Where 
Septier WhereTM is a state-of-the-art standard based GMLC/SLC/MPC solution offering powerful location tracking capabilities to Cellular Network operators and Law enforcement agencies. It provides a centralized and managed connection point to the operator's network for location-based services and applications. The platform supports numerous mobile positioning technologies ranging from Cell ID to high-accuracy Assisted GPS (of Qualcomm) in a cost effective implementation. The Septier WhereTM system simplifies network complexity and provides a simple method of location determination to external applications by exporting a subscriber's location information using open standardized API. Those applications can therefore be independent of the underlying network technology. This architecture can be used by applications that operate within the network operator's domain or that are executed outside the core network.






System Architecture 
The Septier WhereTM is an open location platform, comprising the following service architecture entities:
Active or Passive location determination elements
Active signaling nodes (Active SMLC)
Passive signaling probes (Passive SMLC)
Location mediation
Open API for applications
Standards based solution GMLC/SMLC, MPC, SUPL (SLC/SPC)
Management module
Septier WhereTM system is designed for a modular approach. Thus it can be implemented on an operator's network in its entirety (including all of its components), or by using only certain components.
Overlay Topology 
To implement this topology, network mediators are added to the network. They monitor signaling links (GSM: A interface, A-bis, Gb, UMTS: IuCS, IuPS, IuB, CDMA: IS634,1X, IOS, NOIS) and extract the information required for applications. This information is then sent to the server to distribute to applications.
By using a separate component, which monitors the traffic, this configuration can be implemented without interfering with the working network topology, and can be further enhanced as and when the system evolves.
Network Physical Connection 
The overlay system provides options of physical connection topologies:
On-site monitoring where, at each site, all the interfaces provided are completely passive by using high-impedance bridging connections. Signaling mediation probes are distributed according to the carrier's infrastructure topology and all of the extracted location information is transmitted to the centrally-located server; or
All target-signaling interfaces are duplicated at each monitoring site. The information is then transmitted to a centrally located monitoring site where all installed signaling mediation probes are locally-connected to the service capability server.

Based on the location information extracted from the signaling traffic, the Overlay system can provide such data as:
Location area
Cell ID / BTS/ Node-B identification
Sector information with GSM Timing advance
High-accuracy GPS coordinates
